Building Up: Incentivizing Affordable Housing Investment for Low-Income Hoosiers

This report by the Notre Dame Student Policy Network (SPN) reviews affordable housing development in Indiana and how it compares to other states.

The report provides solutions for the state of Indiana to help its residents obtain affordable and permanent housing. SPN first analyzes what Indiana has already done to address affordable housing and how other states have worked to solve this problem. The team looked at the current state of affordable housing in Florida, Missouri, South Carolina, and Ohio. From their findings from this case study and data analysis of Indiana’s state of affordable housing, they propose four different solutions for Indiana to increase its availability of affordable housing: zoning reform, alternatives to building new housing, supporting local municipalities, and protecting individuals in affordable housing from becoming homeless by expanding tenant rights. We believe these policies will make it easier for the state, cities, developers, and renters to bring affordable housing from policy to reality.
